Vietnam ministry proposes exit bans, utility cuts to enforce administrative penalties

Vietnam’s Ministry of Public Security has proposed suspending exit from the country and cutting electricity and water supplies as enforcement measures against individuals and organizations that fail to comply with administrative penalties.
